Asbestos has been classified by the World Health Organization as a Group 1 category carcinogenic agent i.e. evidence shows there is a significant cancer risk to humans when exposed to the agent. Most developed countries have prohibited the use of asbestos on land and specifically, for instance, within the construction, automobile and household appliances industries.
The maritime industry has seen a series of bans on asbestos as implemented by IMO Conventions and separately by several countries and regions Most maritime countries have banned both the importing and exporting of asbestos, including ships and/or ships parts with asbestos or asbestos containing material(s).
To ensure the total ban of asbestos within maritime industry, the IMO revised the relevant SOLAS convention in 2009. As from January 1st, 2011, SOLAS now requires an asbestos-free condition for newly installed materials and products onboard ships or offshore facilities.
However, despite the new SOLAS requirements asbestos is still found on new ships. CTI regularly performs pre-delivery surveys on new builds and finds asbestos within their construction. This is not confined to Asian yards and we would highlight this has also been the case in European yards.

Most of the regulations concerning asbestos, especially those relevant to the maritime industry, require that laboratories undertaking asbestos analysis meet the required standards set out under ISO 17025.
In the maritime industry, except for accreditation of ISO 17025, some class societies such as, DNV-GL, LR and CCS also conduct an approval scheme for qualified hazardous material testing service provider.
Asbestos testing methods vary around the world. Basically, there are 3 kinds of technique on asbestos detection, namely, Polarized Light Microscopy (PLM), Scanning Electron Microscopy (SEM) and X-Ray Diffraction (XRD). The usual method of testing is PLM, especially in the maritime industry, primarily due to its cost effectiveness and reliability. It is proven to be highly effective in identifying the range fibre types in asbestos containing material.
