This proposal is applicable in case the removal of Asbestos Containing Materials (ACM) which is detected onboard ship is finished, and the client applies for verification survey in order to demonstrate that the asbestos condition is in line with the IMO requirements.

3, Process of Verification Investigation
The process of verification investigation can be demonstrated into the following diagram.
4, Removal Recommendation
Based on the properties and conditions of the ACM detected onboard the ship, recommendations will be given distinctively:
4.1, If the ACM can be legally used according to MSC.1/Circ.1374, for instance, the ACM is installed prior to 1stJuly, 2002, then a management plan for these ACM will be recommended to the client in order to help to monitor and maintenance this ACM till it is totally removed.
4.2, If the ACM can not be legally used onboard, such as newbuilding vessels built after 1stJanuary, 2011, and the ACM turned out to be friable and loose, and of large quantity, e.g., asbestos thermal board, asbestos piping lagging, then CTI will strongly recommend the client to apply for removal to some competent and qualified company. Based on the requirements form the client, CTI is willing to provide consulting about the draft of removal plan, supervision on-site, verification of the removal effect.
4.3, If the ACM can not be legally used onboard, but the ACM not belong to the cased mentioned in 4.2, such as composite gasket, then the client can remove the detected ACM by some trained workers, CTI will recommend the client to pay attention to the following issues:
- Ensure to avoid or minimize the asbestos harm to the workers; ensure to avoid the secondary contamination from release of asbestos firbres. Before the commencement, the workers need to be trained, a feasible and reasonable removal plan should be established, the removal scope and procedure should be explicit; During removal, protective equipment such as P3 masks should be armed, employ wetting method as far as possible, avoid violent disturbance, clean the debris and waste by wet wipes; after the removal is finished, the removed ACM need to be disposed carefully.
- Ensure the completeness and thoroughness of the removal. In the removal plan, the removal scope should be stated clearly, in order to guarantee it covers all detected ACM together with its same counterparts (e.g. from the same manufacture, of the same type, with the same function and appearance); during the removal, ensure that the ACM is removed thoroughly, no waste or debris were left.
Based on the requirements from the client, CTI will provide air monitoring to check whether the fibre concentration in the air is under the permissible level.
5, Reporting and Certification
Upon the accomplishment of verification investigation, an verification investigation report will be released to the client.
If no ACM detected based
on the verification investigation (both onboard survey and sample analysis) then an Asbestos Condition Conformity Certificate will be released to the client.
In case air monitoring is applied, then the air testing report, together with the air sampling records will be sent to the client. If the fibre concentration is under the permissible level, then an Asbestos Hygienic Safety Certificate will be issued by CTI.
